Do I need a Physical Machine with a TPM chip to test BitLocker?

Not if your Hyper-V machine is running Windows 10/ Server 2016. If your physical machine is running either of these operating systems, all you need to do is to create a new Generation 2 virtual machine that is UEFI based.

Then under the settings for the VM, you will now see the Security tab from which you can select the Enable Trusted Platform Module checkbox which will provide your VM with a TPM.
