Significant delays in processing commands to block or unblock email access for devices managed by Microsoft Intune after upgrading to ConfigMgr 2012 R2 SP1

I’ve upgraded my environment to ConfigMgr 2012 R2 SP1 but now it seems to take ages to process commands to block or unblock email access for devices managed by Microsoft Intune.

If I look in the dmpdownloader.log I see:

ERROR: Failed to load assembly for message downloader.
