“Failed to install boot image” when deploying a Win PE 3.1 Boot Image to an XP computer from a ConfigMgr 2012 R2 Site

When I try to deploy a Task Sequence from a ConfigMgr 2012 R2 Site that has an associated Windows PE 3.1 boot image to a Windows XP-based computer in an update scenario, the deployment fails, and I see the following errors in the Smsts.log:
