Why is the Windows Phone 8.1 Extension showing as “Waiting for Update…” in the ConfigMgr Console?

I’m running ConfigMgr SP2/ R2 SP1 and have noticed that the Windows Phone 8.1 Extension is showing as Waiting for Update… in the ConfigMgr Console.
