Why can’t my Windows Phone 8.1 users enrol or install applications on a previously enrolled and retired device?

I’ve got some Windows Phone 8.1 devices that I want to manage by ConfigMgr. The devices were previously enrolled, retired and issued to a new user.

Now this new user can’t enrol the device nor can they install any applications.
