Microsoft has just released the following KB Article:

SQL exception on a System Center 2012 Configuration Manager SP1 site server after recovery

Symptoms:
After recovery of a Microsoft System Center 2012 Configuration Manager Service Pack 1 (SP1) site server from a database backup that has a cumulative update installed, the site server remains in read-only mode. Additionally, you receive error messages that resemble the following in the Rcmctrl.log file:

ERROR: Received unhandled SQL exception, printing info and throwing it again. This will be retried in next cycle.

ERROR: Exception message: [Procedure or function ‘spGetChangeTrackingMinValidVersion’ expects parameter ‘@PublicationMinValidVer’, which was not supplied.]
