Yes you can. In SMS you couldn't upgrade an evaluation copy to an RTM version
without uninstalling and reinstalling the product. With ConfigMgr it is possible
to upgrade an eval copy of the product to an RTM product.
This also applies to Service Packs as well, so if you install an SP1 eval copy
you can upgrade it to the full version once it's released by installing the RTM
version over the top of the eval version.

At the time of writing there are 89 ConfigMgr prerequisite files which total
approxiametely 85 MB.

There are numerous reasons why the download of the ConfigMgr Prerequisite
files can fail. The good news is if the download gets part way through
it resumes from the point at which it failed.
So if for example you
connection dropped out after downloading 65 files it wouldn't start from
file number 1 the next time you attempted the download but file number 66.
