Why does is take 10 minutes to unblock a Device for Email access through SCCM 2012 Conditional Access?

I’ve enabled Conditional Access on my ConfigMgr 2012 SP2/ R2 SP1 Site. I’ve successfully enrolled devices which are showing as compliant with the Compliance Policies I’ve deployed.

However, I’ve noticed that it can take up to 10 minutes for me to unblock devices so that they start to receive email messages.

I thought this was meant to happen through a fast channel so I don’t understand this delay?

I’ve noticed Simple Certificate Enrollment Protocol Certificate requests are failing for my Workgroup Clients managed by ConfigMgr.

If I look in the CRP.log I see:

DB returned NULL. Parameters in CSR and DB do not match
Exception: System.ArgumentException: DB returned NULL.Parameters in CSR and DB do not match
