Why can’t I Confirm a new Password for the Administrator when installing Windows Server 2016?

I am installing a brand new server running Windows Server 2016. I have got as far as the C:\Windows\system32\LogonUI.exe screen which is prompting me for the Administrator user:

The user’s password must be changed before signing in.

I’ve clicked OK and I’m now being prompted:

Enter new credentials for Administrator or hit ESC to cancel

Why can't I Confirm a new Password for the Administrator when performing a new installation of Windows Server 2016?
I’ve entered a new password at the New Password prompt but I am unable to move to the Confirm password prompt to confirm the password. I have tried ENTER but the cursor just won’t move.

 

Have I not entered a password that is long enough or complex enough?
