“MP Control Manager detected management point is not responding to HTTP requests. The HTTP status code and text is 401, Unauthorized”

I have a Management Point that when I view it in Site Status in the Console (Monitoring\Overview\System Status\Site Status) it’s Status is showing as Critical. It is also reporting Error Status Message ID 5436.

MP Control Manager detected management point is not responding to HTTP requests. The HTTP status code and text is 401, Unauthorized

If I look in mpcontrol.log I am seeing:

Call to HttpSendRequestSync failed for port 80 with status code 401, text: Unauthorized
Http test request failed, status code is 401, 'Unauthorized'.

I have tried all kinds of things such as removing and reinstalling the MP, running the prerequisite check for the MP to make sure I haven’t missed anything there, and even a Site Reset all without success.

Why are Cloud-based users removed unexpectedly during re-initialisation of the Configuration Data replication group?

I’ve installed the Microsoft Intune Connector role on my ConfigMgr 2012 R2 SP1 Site Server. But I’ve noticed that my cloud-based users are removed unexpectedly during the re-initialisation of the Configuration Data replication group (whether it occurs through the Replication Control Monitor (RCM), component or manually by using the Replication Link Analyzer tool).

As a result new policies and applications cannot be sent to users, and existing policies are removed.

The weird thing is the users are added back to the Site Database after the next successful synchronisation with the Intune service and everything works as it should.

I’ve noticed that any of my Management Points that are installed on machines also running the ConfigMgr Client seems to be trying to upgrade repeatedly.

If I look in Sitecomp.log I see:

Starting service SMS_SERVER_BOOTSTRAP_SITESERVER with command-line arguments “AME C:\SMS /install \\<FQDN_MANAGEMENT_POINT>\C$\SMS\bin\x64\rolesetup.exe SMSMP”

and then 30 minutes later:
