“Error: The SMS Provider reported an error” when trying to create new Collections following an upgrade to SCCM 2012 R2 SP1 CU2

I’ve just upgraded one of my Sites from ConfigMgr 2012 R2 to ConfigMgr 2012 R2 SP1 with CU2.

However, after doing so whenever I go to create a new Collection I get the following error message in the console:

Error: The SMS Provider reported an error.

If I look in the SMSprov.log I see:

Upgrade from SCCM 2012 RTM to SP1 fails with “Microsoft Remote Differential Compression (RDC) library must be registered for Configuration Manager site server installation”

I am trying to upgrade from ConfigMgr 2012 RTM to SP1 but when the Prerequisite Checker runs it’s telling me:

Microsoft Remote Differential Compression (RDC) library must be registered for Configuration Manager site server installation

I’ve checked and RDC is definitely installed.

Why is the “Primary FQDN” Error generated by the SCCM 2012 Prerequisite Checker?

When I run the ConfigMgr 2012 Prerequisite Checker it is failing on the Primary FQDN prerequisite with the following text:

Configuration Manager only supports the use of primary FQDN’s, where the DNS hostname (first label in the FQDN) matches the NetBIOS hostname of the computer. The FQDN provided for this site system does not meet this requirement and cannot be used. Correct the FQDN and try again.

I am trying to upgrade one of my Primary Sites from ConfigMgr 2012 Service Pack 2 to R2 SP1. However, when I run setup to upgrade the Primary Site I get a dialog box titled System Center Configuration Manager Setup stating:

When I run the ConfigMgr 2012 Prerequisite Checker it’s failing on the Active Directory Domain Functional Level Check prerequisite with the following text:
The domain functional level is not configured for Windows Server 2003 or later. The domain functional level must be Windows Server 2003 or later if you will configure discovery to filter and remove stale computer records. Stale records are filtered by using the last logon timestamp for a computer. When you remove stale records, you can improve the performance of discovery. I am trying to run TESTDBUPGRADE on a backup copy of a Site Database I want to upgrade.

However when I run SETUP /TESTDBUPGRADE I am seeing the following errors in the ConfigMgrPrereq.log:

ERROR: SQL Native client 11 is not installed on local machine.SQL Server Native Client; Error; Need install Sql Server Native Client 2012, before run SETUP /TESTDBUPGRADE.
