Why does the “SMS Agent Host” service (Ccmexec.exe), stop running when BitLocker is enabled on a SCCM Client?

If noticed on my ConfigMgr 2012 R2 Clients that if BitLocker is enabled the SMS Agent Host Service (Ccmexec.exe), stops running and in some cases the Client computer restarts repeatedly.

On further investigations this seems to happen when I distribute a Program to the Client and the After Running Property is set to Configuration Manager restarts computer.
