Why does a Deployment created at a Child Primary Site which is then deleted from the Central Administration Site still remain active on the Child Primary Site?

I’ve created a Deployment at a Child Primary Site which after Replication has occurred I can see on my Central Administration Site (CAS).

I then deleted the Deployment on the CAS.

However, even after Replication has run, the Deployment is still active on the Child Primary Site.

Why are all the Policies assigned to a device used by multiple users removed when I remove a User who was using the device as their Primary device?

I’ve noticed that when I remove a User who is assigned to a Primary device all the Policies assigned to the device are removed which I wouldn’t expect given there are other Users assigned to the device.
