I've been having the same problem
as described in
Client Push Doesn’t Appear To Work,
and I've checked the ccm.log for errors. The service account is able to connect
to the \\machine_name\admin$ share, but I then get errors that the heartbeat
timestamp can't be retrieved, the sites list can't be retrieved, and eventually
that the CCM Client bootstrap component failed to install. At that point it puts
the request back into the retry queue.
Any thoughts?

The statements regarding not finding stuff are fine, just checks to see if the
computer is already an SMS client. You should then check the target computer to
see if it created the '%windir%\System32\Ccmsetup'
folder, and if so, check the 'Ccmsetup.log'
for errors.
If you can't start the bootstrap, I'd guess some sort of permissions issue.
