You will see this problem when users who are running a remote copy of the SMS Administrator Console try to connect to the server hosting the SMS Provider whose OS has been upgraded to Windows 2003 SP1 but the DCOM permissions haven't be modified.

To resolve this issue on the site Server the Admin Consoles connect to whose OS has been upgraded to Windows 2003 SP1:

  1. From the "Start" menu click "Run" and type "Dcomcnfg.exe".
  2. Navigate to "Console root | Component Services | Computers | My Computer".
  3. Right-click "My Computer" and select "Properties".
  4. Click the "COM Security" tab.
  5. Click "Edit Limits…" under the "Launch and Activation Permissions" section.
  6. Add the local "SMS Admins" group.
  7. Deselect "Allow" for "Local Launch".
  8. Click "Allow" for "Remote Activation".
  9. Click "OK".
  10. Click "OK".
