Do I still need to buy licenses
for my Secondary Site Servers like I used to have to with SMS 2.0?

With SMS 2003 Microsoft have removed the requirement for you to have to
purchase licenses for your Secondary Site Servers as detailed under the "Pricing
and Availability" section of the following Microsoft PressPass document:
