SMS 2003 and Multiple Non-Federated Forests

I have a question related to multiple non-federated forests and SMS 2003.

All my ADS forests are running in 2003 forest functional level. There are a large number of them and creating cross forest trusts is not an option as we have very, very limited bandwidth.

Can SMS 2003 run across multiple forests without trusts?

I stumbled across something to that effect in the planning guide, it mentioned having to run all the sites as primary sites. Is this correct? or have I misinterpreted it?

SMS 2003 site hierarchies can span untrusted forests in either standard or advanced security. You must specify site address accounts in the remote domains. DNS or NetBIOS name resolution between the site servers is required.
