Which minimal set of permissions
must be granted to allow access to all of the web reports generated via SMS 2003
by default. Should read permission be enough to view reports and run reports
with input values?

The absolute minimum right that need to be granted to read and run reports
is read, but the user also needs to be a member of the SMS reporting users group
on the reporting point (or have inherited permissions via a group).
This allows the user to run IE (the viewer) and read reports.
