Is it possible to setup a Standby server so if a Site Server fails another one could step in and take over?

No, we don't support that. You would need to have a backup/recovery plan to recover your server. It's actually not as bad as it sounds, as clients don't interact with the site server anyway, they interact with management points, client access points, server locator points, and distribution points, all of which have procedures for redundancy.
