LICENSE BALANCING: Prod Ref 4 does not require 'instant' license balancing. (The program has not been denied).

I want the user not to use the defined program at all. But, still the user seems to use the application without any trouble. Could the above load balancing be the problem.

You have to get a denial for the product at a specific software metering server before we'll balance any available licenses to that server for use.
