In order to install/upgrade to SMS SP3 you need to do the
following:

Install your OS which needs to be NT 4 with SP4 or
later or Windows 2000.

Install SQL Server which need to be SQL 6.5 with SP5
or later. SMS can install SQL automatically for you, or if you want to
install SQL yourself you must install it before installing SMS.

If your Site Server isn't already running SMS SP2, you
need to upgrade it to SP2 before you upgrade to SP3. Use the
How Do I Determine Which Version of SMS I Am Running?
link to help you determine which version of SMS 2.0 you
currently have installed.

If you have an SMS SP2 CD use it to install SMS on
the Site server.

If you only have an SMS SP1 CD, use it to install
SMS on the Site server. You will then need to upgrade to SMS SP2
using an SP2 CD.

If you only have an original SMS CD (with no
Service Packs), use it to install SMS on the Site server. You will
then need to upgrade to SMS SP2 using an SP2 CD.

Once your Site server is running SP2 you can upgrade
to SP3.
