Why is Promiscuous Mode Not Working On My Windows 2000 Server?

I have Network Monitor 2.0 SP2 installed on a Windows 2000 server and cannot pick up anything but local traffic. When I go to select network and view the properties of the card it shows 'PMode' to be 'true'.

Any ideas why this is not working?

If this is Network Monitor that comes in the Operating System, it is limited to only capturing local traffic, not full network traffic. You need the SMS version of Network Monitor to capture full network traffic.
