currently in the process of upgrading our servers from NT 4 to Windows 2000
Active Directory and I would like to know if anyone has experienced any
problems with SMS 2.0 while doing so. I would like to know how it effects
Client Access Points, Distribution Points, package shares, and Logon Points.
I would basically like to know if it is a safe upgrade or should we just
upgrade SMS to 2003.

The short and standard answer is the upgrade to Windows 2000 is supported.
The slightly longer explanation is SMS 2.0 was built for an NT4 environment.
Windows 2000 is supported with SMS 2.0 SP2 and higher. As for CAPS, DPs,
etc. SMS is, for the most part, unaware of any change in the domain. They
are all just servers with shares and some run SMS services. Logon points
become a little more involved since they run on DCs, where a NT4 domain to
Windows 2000 domain migration has the most change. It will work though.
Of course, going to SMS 2003 is going to be a lot more secure and a better
product all around, so if you find your self at the proverbial crossroads
and are considering it, I would recommend grabbing the evaluation version
and taking a look in your lab.
