After a fresh new SMS 2.0 SP2 Primary site
installation, (clients only on the site servers, the DCs and the servers) the
Windows Management (version 698.0014) won't install on some SP4 and SP5 servers.
The component status always remains as "not available". A repair
installation and an update configuration doesn't change anything. Although you said it was a "fresh, new SMS 2.0 SP2
installation" of the site server, if the server had a previous installation
of SMS on it a site removal doesn't remove the WBEM folder from <systemroot>\System32\.
Unless you remove the WBEM folder manually, the install of SMS will not replace
the WBEM files and then renders WMI inoperative. Running WBEMSDK doesn't always
help either, although you can check out Technet article

If you talking about WMI, on NT systems MS recommends
using wbemperm. However, WMI control must be used on W2k.
