Does BITS set the timestamp of a downloaded file to the timestamp of the file as reported by the web server?

I am writing software to use BITS, but need to check if a file it downloaded is still the most recent one on the web server.

BITS sets the modification timestamp of the downloaded file to that of the time reported by the web server.

But if the server doesn’t report the modification time, then it will not be set.
