'BITS' Service Doesn't Start and/or Doesn't Download a Job

I've installed the Automatic Updates V2.2 Client on a Windows 2000 Terminal Server but now the BITS Service won't start. If I look in the System Log on the server I see the following:

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7024
User: N/A
Description: The Background Intelligent Transfer Service service terminated with service-specific error 2147944102.

Yes this is a known problem as documented in Knowledge Base Article 326607 'Background Intelligent Transfer Service Does Not Start on Windows 2000 Server with Terminal Services'. The solution (if uninstalling Terminal Services isn't an option), is to set the Startup type for the Terminal Services service to 'Automatic'.
