Why are my Windows Mobile 6.5 devices no longer receive Application Policies after the Site Server was upgraded from SCCM 2012 RTM to SP1?

I’ve upgraded my Site Server from ConfigMgr 2012 RTM to SP1.

However, since doing so none of my Windows Mobile 6.5 devices are receiving application policies.
